Launched in April 2008, the joint City of Tucson and Pima County initiative studied infrastructure, water supply and growth pressures. Its public record includes technical assessments, community comments, policy recommendations, and a five-year action plan. Two study phases examined the capacity of water and wastewater systems and framed shared goals for long-term water sustainability.

A 12-member Oversight Committee guided the process through 36 public meetings. The study developed 19 shared goals and 56 recommendations, followed by the 2011–2015 water sustainability action plan with 87 actions. The reports, technical papers, and community input document the region’s effort to understand its water resources and plan for a sustainable water future.
